Undocumented students are welcome to apply to UNC, and the university will consider them for admission. There is no federal or North Carolina law that prohibits the admission of undocumented immigrants to U.S. colleges, public or private. Students applying to universities and community colleges in North Carolina are required to use the online “Residency Determination Service” to determine whether they are “residents” or “non-residents” for purposes of tuition. U.S. citizen students with undocumented parents are facing special challenges in navigating this system.
